Try calibrate for "standing only". The end result seems to work (and your height will be correct). Also that way you only use the Guardian and not the Chaperone as well, both appearing when you venture into the edge of your play area..
Thats odd. I was having all sorts of issues with the floor height when I did a roomscale calibration, but when I chose standing mode, it only asked me for my height and afterwards I found myself at the correct height.
SteamVR calibration is total $#|7!! That's IT! First of all you have to have your headseat on, or the proximity sensor doens't detect the head and switches off everything. The BUG, becuause it's a BUG is when you have to put the height where you calibrated the headset. I did it standing and putting 190cm or 0cm no difference!! What a stupid system!! NOOOOO DOUBT!!
Just a thought... Are your sensors pointing low enough to track the headset on the floor?
Yes, but in the configuration it says put it in a position, calibrate and after measure and insert the height. Plus the Oculus you have to wear it or the software doesn't detect it. At the end I managed
I had this problem. When I place the headset on the floor, the sensors could not track it because it's out of their field of view. I placed the headset on a nearby coffee table which is in their view, then measured the height from the floor to the top of the table and entered that into the SteamVR tool. I now have correct height in SteamVR.
I dont bother with roomscale (you end up with both the Guardian AND the Chaperone). I used to have height issues when I tried setting up roomscale, whereas I had no problems with "StandingOnly"

Point the headset straight down, like it's looking at the floor.
Make sure the SteamVR tool says 0cm for the height when you do it.
Any other way my floor is wrong, but pointing straight down is perfect.
