Can't Complete Rift First Time Setup (Looking for Touch Controller / Looking for Rift)

Issue in title. No matter what I try, the sensors just do not work and cannot see either the Rift or the touch. I've tried every different driver imaginable, two different PCIE USB cards (Rosewill/Inateck) in addition to my Motherboard drivers, and still nothing works. Sometimes during setup it says I have poor tracking quality (erros 8602 through 8607), but sometimes it says it's all good. The only constant is that it never finds the rift or the touch, not even for a moment. I've attempted to install with two sensors and touch, and just one sensor with an XBOX controller. Neither solution works. Sometimes it says my devices are plugged into a USB 2.0 slot, sometimes USB 3.0 with very little consistency (of course they are physically always plugged into a 3.0 slot). I've updated every USB driver I can think of, sometimes the proprietary ones and sometimes the default windows ones (for the motherboard, Rosewill card, and Inateck card), neither one seems to be better than the other. I've changed my USB power management settings through various means found on reddit and this forum. I've tried updating my BIOS, and reverting all BIOS settings back to default, changing settings in the BIOS like XMP that reportedly cause issues. I have also tried reinstalling the oculus software, and of course I have removed the protective film from the sensors. Nothing helps. I'm submitting this post in addition to an official support ticket.

Please help me. My rift is a brick until I get this sorted out (something I've already spent upwards of 15 hours on). I'll include my logs, as well as my system configuration, in addition to screen captures of where the setup goes wrong.

Here's my system configuration in the form of text:
Motherboard: Asus Z170A
GPU: Nvidia GTX 980
CPU: Intel i5 7600k
RAM: 16GB Corsair Vengeance LPX DDR4
Inateck 5 port USB 3.0 card

I'm fighting the same issues right now.  I cannot get past the "Initiate Sensor Tracking" setup page because it cannot see my controllers but when I use the diagnostic tools I can see my controllers fine there.  When I put the headset on the hands don't move.  They just spin in place. I don't know what to do and I've also tried two different PCIe USB cards, reinstalling all the things, many reboots, etc.  I'm in the same boat and I'm pissed. It just stopped working one day. Let me know if you figure anything out please.  I'm at a loss...

I was having a major issue getting through the updated startup.  First off it wanted me to move a sensor, so i did but then kept giving me bad tracking errors.  I unplugged one sensor and put it into usb2.0 red fireup usb and it fixed the issues.  Before that i had all 3 sensors plugged into usb 3

Bumping this with an update. I was able to complete setup (apparently unplugging my second monitor helped). However, even with the second monitor unplugged, I experience momentary disconnects of the sensors and headset (once every 2 minutes or so), and frequent loss of tracking. It's better, I can get in app now, but it's still completely unplayable. I'm attaching a copy of my logs from last night.
