Like the title says. Running Windows 10, I'm seeing OVRLibraryService
peg the CPU and thrash my hard disk on startup. This runs for something
like thirty seconds and may be why keyboard input lags badly on startup.

As an added note, if I adjust the RenderPose of the layer I can rotate
the "screen"'s position, so that clearly has something to do with it.
